Start with the location of the fogging
If moisture wipes off the room-side surface, the issue may involve indoor humidity and glass temperature. Exterior condensation can also occur on the outside surface. Neither observation alone proves that the sealed glass unit has failed.
Haze, droplets, or staining trapped between panes deserve an inspection of the insulated glass unit. The appearance can change with conditions, so a temporarily clear window does not necessarily mean a failed seal has repaired itself.
Glass-only replacement may be possible
